"Out" by Natsuo Kirino is very good, set in Japan... and "The Last Six Million Seconds" by John Burdett, set in Hong Kong in the last days of British rule, is also very good.

Ah ha! Don't forget Bangkok and the novels of Christopher Moore (the other one - check Goggle) and John Burdett (Bangkok 8 and Bangkok Tattoo).
Also Bombay and the three novels of Paul Mann and now "Sacred Games" by Vikram Chandra.
There are wonderful mysteries set in Iceland and Sweden.
For Canada, Louise Penny sets novels in small town Quebec, Giles Blunt (fantastic) in Algonquin Bay, Ontario and L.R. Wright in Sechelt, B.C. Toronto has the Ellis Portal mysteries by Rosemary Aubert. Thomas Randall Curran sites his novels in St. John's, Newfoundland.
Dennis LeHane also uses Boston.
The wonderful C.J.Sansom uses England under Henry VIII and Fidelis Morgan in post-Restoration England.
